The Romney EMPA is a mid-career, management-oriented program designed to enhance career mobility. Building on an existing career in the public or not-for-profit sectors, the program introduces students to new skills, knowledge, and contacts. These advantages create upward mobility and career flexibility options for graduates and allow them to explore a wide variety of management activities.

The Romney EMPA program draws heavily upon students' practical experience, usually post bachelor’s degree. As a result, applicants must have a minimum of four years full-time, professional work experience. EMPA students come from a variety of professional backgrounds including law enforcement; health care administration; city planning; federal, state, and local government agencies; and nonprofit organizations.
