Biography:

Ruth Ann has been involved with government revenues and taxation most of her life—beginning and ending with property tax. As a child, she helped count horses, cattle, and sheep with her father who was the Cassia County Assessor in Idaho. After graduating from BYU with a bachelor’s in political science, history, and business, Ruth Ann worked for the State Department (USAID) in Washington, D.C. supplying federal aid to Latin and South America.

After receiving her MPA, Ruth Ann took a job as the Associate State Planning Coordinator in the Utah Governor’s Office. In this position, she was responsible for the Utah State Federal Assistance Management Program. Later, she became the Northern Utah District Office Manager for the 1990 Census. For the last 27 years of her career, Ruth Ann worked for the Utah State Tax Commission gaining extensive experience and proficiency with all taxes administered by the Commission. Ruth Ann retired from the Utah State Tax Commission on July 1, 2017.

Since childhood, Ruth Ann has been actively involved in politics and served many times as chair of her neighborhood voting precinct. She has a passion for art history and has spent many hours studying and visiting major art museums throughout the world. Currently, she serves as a volunteer docent at the Church Museum of Art and History and the SL County Center for the Arts Patron Services Team. Ruth Ann is on the Supervisory Committee of the Cyprus Credit Union Board and has served humanitarian missions in Africa and Peru.
