Biography:

Doral retired from the Utah State Tax Commission in February 2023. Doral managed the Commission’s Criminal Investigation Unit (CIU). CIU ensures public confidence in Utah’s tax system by investigating possible Utah Tax Code criminal violations. Doral’s team conducted over 150 criminal investigations and collected $1.9 million in court-ordered restitution and back taxes.

He integrated the skills of law enforcement investigators and investigators with audit experience, developed procedures, established criteria for conducting investigations, and increased taxpayer compliance by coordinating with other Commission divisions.

From 1986 to 2012, Doral served as the Commission’s Internal Audit Director. He also worked as Quality Assurance Manager for the Motor Vehicle Division computer system and Operations Division Deputy Director. His career began in 1980 with the Utah Legislative Auditor General’s Office as a performance auditor and supervisor. Doral helped start the Utah Government Auditors Association, a professional training organization. He is a Certified Fraud Examiner and served as the Utah Chapter President.

He enjoys community service. He chaired the Board of Trustees of the Salt Lake County Regional Service Area, a taxpayer-funded recreation center. He also served on the Board of the Utah Olympic Legacy Foundation, the organization managing Utah’s Olympic venues. Doral served a mission in Indonesia. He received his Bachelor’s Degree from BYU in 1978 and his MPA from the Romney Institute in 1980. He lives in Riverton, Utah with his wife, Kerry. They have three children and five grandchildren. He enjoys road biking, reading, and being with family.
