Biography:

David Packard joined the Pleasant Grove City, Utah, team in September 2022 as the Human Resources Manager. In this role, he oversees all aspects of the City’s HR functions, including recruitment, employee training, payroll, worker’s compensation, benefit administration, compensation analysis, and employee discipline.

Previously, David served the communities of Solvang, California, as the Assistant to the City Manager, and in his hometown of Mesa, Arizona, with roles in Economic Development and the Office of Management and Budget. David also worked as a performance auditor for the Arizona Office of the Auditor General.

David completed a Bachelor’s Degree in Communication from BYU-Idaho and an MPA from BYU in 2013. In his spare time, David loves watching and playing all sports, running, and exploring the outdoors. David also enjoys singing in the Millennial Choir and Orchestra (MCO) organization. David and his wife, Paige, have been married for 12 years and are parents to four-year-old daughter, Reagan, and angel baby son, Lincoln.
