Biography:

Philip graduated from BYU with a BA in History in 1993 and received his MPA in 1995. He has been employed as an Assistant City Manager for the City of Irving, Texas since the Fall of 2018. Prior to working for Irving, Philip served as the City Manager in Anna, Texas for ten years, and as the City Planner and later Director of Community Development in Greenville Texas for twelve and a-half years. He has also served on the Board of Trustees for TX Health Benefits Pool, and on the Board of Directors of the North Texas Groundwater Conservation District.

Philip has been married to Amy since 1991. They have seven children and two grandchildren. Four of their children graduated from BYU Idaho and two are perusing graduate degrees, one at the University of Texas (Austin) and another at the University of Cincinnati. They currently have a daughter serving a mission in Reno, Nevada. Their second youngest son is a freshman at the University of North Texas and their youngest is a Junior at Singley Academy in Irving.

Philip enjoys watching his children grow and become independent and is looking forward to the day when each is paying their own cell phone bill. He also enjoys working in his back yard, playing in the dirt, and dreaming of what he could do if he had more time and energy.
